The City of Niagara Falls has been successful in applying for $800,000 in federal funding to complete a tourist area connection and transportation study.
The project will engage industry stakeholders under a city led team to develop a transportation strategy that promotes contiguous connections between key destinations within the tourist area, through both transit and pedestrian modes.
Final invoicing to the Federal Development Agency for Southern Ontario (FedDev) for the study must be submitted before March 2022, which city staff said is an “extremely aggressive” timeframe, given the work’s large scope.
“It is very clear to staff that these timelines are extremely aggressive and accordingly will require careful planning and execution in order to complete this study within the specified timeframe,” reads a staff report scheduled to go before council Tuesday.
In the report, staff recommends council delegate its authority for the authorization of agreements and procurements to staff to expedite the project.
Staff also recommends the city execute sole-source procurements, as well as request for proposal procurements for the study, where the procurements follow the relevant terms and conditions of the municipality’s procurement bylaw, approved project bylaw, and consultant selection policy, and where award of RFPs is recommended to the highest overall scoring compliant proponent.
Staff would report back to council on the study’s progress near its completion date, in spring 2022.
“One of the prime objectives of this study is to develop a master transportation connectivity plan and phasing strategy that can be adopted by the city and thus integrated into future detailed studies, plans and capital projects,” said Tuesday’s report.
